Pristina, October 29, 2024 – The Chairperson of the Independent Oversight Board for the Civil Service of Kosovo (IOBCSK), Arben Mehmeti, presented the annual work report for 2022 and 2023 at the meeting of the Committee on Public Administration, Local Government, Media, and Regional Development.
During the meeting, which was attended by the members and the Secretary of IOBCSK, Chairperson Mehmeti emphasized that the Board had successfully achieved all of its objectives.
It was also confirmed that the Board had efficiently exercised its constitutional and legal mandate, as reflected in the European Union’s 2023 Progress Report, which stated that “the Independent Oversight Board for the Civil Service of Kosovo is effectively exercising its constitutional mandate both in reviewing complaints and in monitoring public administration institutions.”
Regarding the number of complaints, Chairperson Mehmeti informed the members of the Committee on Public Administration, Local Government, Media, and Regional Development that despite the large number of complaints and the small number of staff, the Board has successfully carried out its constitutional and legal mandate.
Chairperson Mehmeti also discussed the monitoring visits conducted in institutions across the Republic of Kosovo, including the embassies of the Republic of Kosovo in various countries, during which specific recommendations were provided to the respective institutions to ensure that administrative actions are in line with the relevant legislation.
“The Board, always within the framework of its constitutional and legal mandate, with the current capacity of officials, has been continuously engaged in overseeing the implementation of the law for public officials/civil servants in the public administration. This commitment has led to significant improvements in the performance of duties by responsible officials in public administration,” said Mehmeti.
Furthermore, Chairperson Mehmeti stated that the Board would continue with full dedication to fulfill all its constitutional and legal duties and responsibilities.
At the end of the meeting, after providing their comments, the members of the Committee on Public Administration, Local Government, Media, and Regional Development sent the 2022 report to the plenary session without approval from the committee, while they approved the 2023 annual work report of IOBCSK and also sent it to the plenary session of the Assembly of Kosovo.
